Bug: can't apply white magneto prefight

Trying to use my 2star white magneto in legendary limbo event quest, but unable to apply his prefights. When I click on the character no menu pops up to allow me to apply them even though I have 6 persistent charges available.

Anybody aware of a reason why this would be the case?
