so the abilities that are written as 51% and 102% have already been multiplied by 300% or they have to be now?
because if one of his ability is still only 51% then it shouldn't help against someone's concussion aar would it?

That increase in ability accuracy allows him to interact in combination with nodes or synergies, either when attacking or defending a spot. Imagine something like biohazard or mesmerize when defending, or the shock/incinerate nodes on incursions while attacking
