White Magneto Pre-Fight Ability. Broken or am I using it wrong?

So I activate White Magnetos Pre-Fight ability, & I go into a fight with Archangel thinking I’m gonna get passive stuns. But no, nothing. I’ve done this with several other Metal/Hero characters too. What am I doing wrong?
