Added promotion levels

I think there should be promotion levels besides just officer. Maybe 1 or 2 other promotion levels before officer this way when a leader decides to promote the promotee isn't given full capability of officer maybe a level that allows invite sending then next level adds the ability to start aq or aw and then officer level which grants aq and aw starting sending invites and the power to kick members... feel like this would help alliances keep members morale up and keep them interested and invested in the alliance they belong to...
