Isn't Mole man shock immune?

The description of Mole man states that he is immune to shock effects as he doesnt conducts electricity and yet he gets damage by Electro's static effect.
Is this is supposed to work like this? Or Mole man is bugged and it is supposed to be TRUE shock immune?

Because the damage isn't shock but energy damage

The description in Electro says " receive a static SHOCK" so...
One of those descriptions is not accurate and should be changed to be accurate.
