4* rank 3 -> 4

I am unsure of who I should rank up to 4, I like them all very much but Dont know who to rank up. Please give reason on why I should rank up the following

The Hood is pretty versatile.

Nowhere near as good as CB, though, assuming you aren't facing Mystic Dispersion.

CB has ability cancel and fury instead of crits (which makes him basically immune to Scarlet Witch and Spiked Armor).
