My assumption is that this is to prevent double gifts to those who progress to next title in the time frame. Does that mean the rest, ie Thronebreaker can open now?

    No. DO NOT OPEN IT. It is like Rocket's Button. If you push it you will get less rewards. Someone needs to do it, for science. but don't do it on your main account if you want full rewards.

    I don't think its title based either, it looks like on the message it says story mode progression.

    You know that the titles are based on story progression? That's why they're called story progression titles. Well, except TB, which is story progression in name only tbh
