Is the Side Quest Epic mode Uncollected or not?

I thought the whole idea of "Epic" difficulty was for collected people to still be able to do it as long as they're level 40. Plus, the tab says the only requirement is level 40, but then when you try to open it, it says you need to be Uncollected as well.

I'm getting mixed signals here...
