Nick Fury losing tactical charges

While under effect of a Fury (no matter of buff or other), Nick pauses his tactical charges.

In the new act 7, there is a node that grants a passive Fury effect, but the charges fall off anyway. Why?

I couldn't make a video, but the screenshot shows the issue as well. Because Nick is fighting against an avenger, he gains instantly 6 tactical charges. Even if there was a Fury effect, I lost 2 tactical charges over time.

The info doesn't specify that the Fury should be a Buff. In fact, if you go in the Cavalier event quest and take the mission where Skill get a passive Fury after a damage over time expires, Nick can build bup tactical charges thanks to that PASSIVE EFFECT.

Does your nick life that fury when he dies?

Mmmm, I didn't try... If he dies he should lose all the effects (and he should lose that fury, too).
If he doesn't lose it, that "effect" is another thing that differs from beneficial effects.

It's not a fury passive. It's just there like a boost.

The passive Fury icon shows up and the charge gets paused. Unless you're saying an attack boost should also pause charges
