Gifting Event lockout Clarification

We have a dilemma. It’s also something that could cost Kabam money I feel too.
I’m an Alliance leader and also part of a large family of Alliances ( 30 Alliances) and friends with leaders of alot of other Alliances. In our family we have 8 top 100 map 7 AQ Alliances, one even in the top 12 and are working on building a new map 7 Alliance currently for Asia timezone with also full map 7 and epic mods.
People are scared to change Alliances. The explanation given before isn’t clear enough it seems. In some past years, if you changed Alliances, you had a lockout period to collect gifting milestones (similar to lockouts on all events: Summoner Advancement, Item Use, etc)
If the gifting event works like these, then people should have until December 20-21 to join a new Alliance and still collect FULL gifting rewards before the end on Jan 4. MANY players think this is 14 day period has already passed. The original posts just aren’t clear.
If we recruit new players, almost a weekly occurrence with AQ map 77777 with full Epic Mods, we need to know the hard deadline to change. Many players are reluctant to move.
Also, if they do move and then they’re locked out, they won’t spend and that’s money you guys are going to lose and will also feel upset and angry etc.
Offer some relief to players looking to change Alliances during the war offseason, Save some sanity to the leaders and officers who work hard to keep this game running, many who do so on top of full time jobs but receive no compensation to do so. War offseason is when most players want to change Alliances, by design, but due to fear of missing Gifting rewards many are scared about changing Alliances (and many of the recruits we speak to want to spend quite nicely on this event)
These people need to know if they can change Alliances after this AQ cycle ends today. We appreciate the efforts to minimize members moving around excessively generally from Alliances, but the war offseason has created a “free agency period” and this particular one has been a huge challenge because players are mixed up about whether they can move and still collect gifting rewards. These aren’t a bunch of people trying to cheat or scam the system. They are legit top 100 players in the game who want to upgrade to a higher challenge, find a new home that’s a better fit after being loyal for a war season or maybe they take a break from the top during exams and holidays or all sorts of real life scenarios
Please clarify the gifting event “deadline”. Is it just a milestone lockout that ends 14 days after changing Alliances? If you move to a new Alliance tonight or tomorrow after AQ rewards come out can you still get FULL rewards from the gifting event once the lockout ends or will players who move in the next 3 days be penalized?

Here is your proof
NOPE, you only needed to be in by the 7th if you wanted to be able to start doing YOUR gifting on the very 1st day of Gifting Event.
The actual deadline to get into alliance would be all the way up until when the Gifting Event begins (on 21st).
**BUT, each day closer to the 21st you wait means that you will have less days remaining (after being in for 14 days) in order to get in YOUR gifting.
For example, waiting until Dec 20th means you only will have 1 day in January in which to do all your gifting. (See attached photo that Crcrcrc provided)
So 14 day waiting means that alliances can’t have shell accounts dump a bunch of points on day-1 and then swap back in their main members afterwards to reap the rewards. Anyone joining (or re-joining) AFTER Gifting begins will not be able to meet the 14-days and won’t get the rewards.
(the 9th or 10th was never an actual deadline, rather was just a reference to around when the earliest would have been to switch ally's AFTER having gotten last Seasons War rewards)
