Magneto and V6/7.1

Magneto doesn't always proact a regen when he performs a heavy with the Monster node if the enemy is magnetized.

Also magneto is being power drained by static blast 100%of the time even while the ability accuracy is affected by magnetism. It would be nice to know when his ability reduction works and when it doesn't.
