Can’t use my 6* rankup gem from act 7

Just did my first path of 7.1, and the skill r1-r2 rankup gem I got can’t be used on any of my champs, yes they are maxed r1, is this a known bug, realise I’m late to complete this but I’ve scrolled through 20 pages in search bar bigs rankup gem and can’t find anyone else complaining?

You have to choose the champ you want to use it for. It does not work via the item inventory
