My alliance is currently in tier 5. I thought that defense tactics would start then. When do they start and how do we select the tactic?

    The alliance you matched is not in tier 5. You got tier 6 nodes. When each alliance is in a different tier it's a tossup what tier the nodes are. You still receive tier 5 multiplier for an easier war. So enjoy it while it lasts. You will face tier 5 tactics soon enough.
