Can T1 Alpha's Storage Capacity Be Increased?

Title says it.

The Current Max Capacity before T1 Alpha goes into Overflow is only 12 at Level 60 on Base (not counting Sigil because not everyone has or can afford it)... To take a 5 Star from Rank 1 to Rank 5 takes 22 T1 Alpha... See what I'm getting at here?

Someone suggested lowering the Rank Up Cost of T1 Alpha for 5 Stars by at least 2 but that didn't catch on (still a good idea though), so instead could we get just a little bit more Resource Management and have the Max Capacity Increased by 3 so 15 Total (16-20 would be a Dream)...
You've done Resources Capacity Increases in the past and tied them to Summoner Level Progression which has always worked well, 4 Stars only require 4 T1 Alpha to take a Champion from Rank 1 to Rank 5 so adding the Increase to Max Capacity to (let's just say as an example) Level 50, Level 55, and Level 60 would keep the Capacity fair for Earlier Progression Players Ranking Up 4 Stars but also giving Later Progression Players the Increase to help manage Rank Ups on the much more Resources Intensive 5 Stars.
