CAP IW Unstoppable - Poor description wording, or bug?


Hi guys. Cap IW has been my go to for a long time against any consistently unstoppable champs.
I wondered if he'd remove the passive unstoppable on the longshot in the mutant version of this month's side quest. I tried it, and he doesn't.
So long as he has a kinetic charge, Cap's description states there's 100% chance to nullify all unstoppable buffs.
ALL unstoppable BUFFS doesn't clarify active or passive buffs. I would say the inclusion of the word 'all' goes out of its way to suggest it covers both active and passive buffs.
I'm wondering if this is working as intended in game. If so, should the description be amended to clarify only active buffs?
Or, is this a bug?

That's the simple way to remember.
The Brawl node says each player gains an Unstoppable passive, but the in game pause menu lists the Unstoppable as a buff. There’s no white border so it’s not a buff.
Just disregard it, as it should be the last thing to do if you're trying to interpretate abilities
