All android users in my alliance in U.K. plus users in Europe, Russia, USA can't log in. I know a lot of high end players in big alliances and many have issues. It is definitely an android issue and not a device issue.
In regards to the arena, the cut offs will, or should, be lower thab expected so people should still be OK IF the problem is rectified.
Personally had an issue everyday with a message popping up stating I needed to install an update which was 0Mb.
Obviously 13.1 has a bug as increased loading times has obviously changed the system and ultimately caused errors.
Swift update needed and compensation as this isn't great for player confidence in the on-going fiasco of updates.
