Kingpin not stopping evade in 2.2 of Cavalier EQ

As the title says, tried kingpin for the cavalier EQ with the ‘bane of hells kitchen’ synergy active and opponents were still evading while he was unstoppable.
Maybe I’m reading it wrong but seems to me that they shouldn’t be evading at all while kingpin is unstoppable and I should be ramping up furies from the node.
Happened vs ronin and stark spidey so it’s possible it’s because of an additional evade chance they have, but the synergy reads “cannot evade” rather than something like “-x% evade ability accuracy”
