Give RDTs to those who ranked up Hood

Seriously, what were the designers of hood's rework thinking. Not only did they remove his fate seal from his L2, they also LIMITED HIS STAGGERS! I don't even own Hood above a 4* and I'm salty about this because one of the guys I know has a R3 6* Hood. He genuinely used his Hood in abyss but completely removing Hood's utility to give him like no damage? That's just not practical. I'm surprised they didn't also remove Hood from the Kingpin and Ghost synergies to finish the task of making him worthless.
