The OP stated that clearly, and tbh I agree with him.
Rocket Raccon has all the potential to be a great champ.
But as he is now, you are are right, he is top15 tech at best.

yep as i clearly stated with update like longer armor break, armor break that applies on all special even if u dnt hit like hilk buster. actual armor up, inbuillt protection shield against specials(right now it doesnt seem to work at all) stacking cruelty buffs, incinerate on sp2,bleeds on sp1, direct damage on each hit while kinetic shield is up or something like that, grenade disorients or passively heal blocks or power steals, some stuff like that n he sure can be too 5 tech champs. ps not all stuff mentioned above, just some stuff that would gonwell with his kit,definitely dnt need another civil warrior situation
