Falcon is bugged: fight with Mr Fantastic, AQ

I see this issue two days in a row: Mr Fantastic can evade from Falcon attacks when "Lock on charge" is enabled.
There is no information about improved abilities of Mr Fantastic in his description, there is no node which can extend the evading.

Can someone explain me whether it is a bug or expected behaviour? From my point, I see this as an issue of Falcon abilities.
