Blackbolt Sig functionality?

Just duped my first Cosmic and it was blackbolt. His sig says he has “a chance” to gain a fury or cruelty. Is there any resource that gives us an idea to the percentage? Cause it seems low. I seem to go a full fight and maybe gain one cruelty and/or fury. Is he a terrible champ?

    I'm not entirely sure and I don't think it's been confirmed but I think it's about a 15% chance. He's about average. Not particularly great, but not bad. However, he can become very good when paired with Medusa and Karnak.

    Poison immune too. Which is nice.
