Heavy not clearing flux dispersal? Aar?

Well yesterday and today I’ve noticed that heavy isn’t clearing the flux dispersal charges over half the time in the blade eq boss fight, I’m using domino, is this a bug or some badly designed aar effect?
Then I was fighting darkhawk in war with ghost rider and heavy wouldn’t trigger regen, tried 4 times before I died (indestructible heavy path)
