What Champions has God Tier potential if they get a substantial value buff?

I'm talking about champs who have good kits and abilities but severely lack numerical output. One that comes to mind would be Heimdall or the Champion.

To name a few. This doesn’t mean any of these champions are necessarily bad or useless, but I think they’ve all got promising kits that could be tweaked with some number changes
She’s got a lot of potential, let down by being a bit squishy, her big damage harder to get to for most content and having the wrong mission at the wrong time.
Emma frost i assume EM mean, I think she’d benefit from a smaller tune up. She’s got tons of utility and I love her for that, I’d love her even more if she got a bit more damage, simple as that.
Remember, tune ups don’t mean they’re a bad champion, Ronin is getting a tune up and he was pretty damn good before. It can just work out a couple kinks in a champion.
I really have to disagree with top 6/7. And yeah, while she doesn’t *need* a buff, it couldn’t hurt. Ronin didn’t need a buff but he’s getting one. It’s not like I’m proposing an overhaul lol, a small tune up would be fine

I actually quite like playing with Mordo, his fury gain on heavy charge is really fun coupled with his power gain at the same time. You can just stand back, charge heavy to gain fury and power, and then special intercept the opponent with your SP1. I love that. It doesn't do much damage, but it's really fun and that's the second-best thing after the ability to actually do some damage.
Rogue is a pretty solid champion already, with good buff and power control as well as regen. Not to mention her insane reduction to debuff duration. She doesn't need an overhaul by any means, just a tweak to some numbers to maybe make her a bit less stressful to play. I really like her ability to replicate buffs but it's so hard to keep up. I admittedly haven't used her much so maybe there's a better way to play her than I currently do, but yeah, I would love to see her get a small buff.
Psylocke, meanwhile, is one of the greatest power-control champions in the game. The problem is that she doesn't really have anything more than that. But her base kit has tremendous potential. I used her a ton early on in my summoning career, back when 4*s were the cream of the crop.
