AW End rotation system for member no rewards?!

In my alliance we have a rotation system, so everyone is able to get his 5 wars (because we are like 27 Members and are not able to play with 3 BGs).
Here is the problem... some of our member did not play a single war in this season because they should place in war number 7 to 12. Hope every alliance member get the rewards. Its not faire to leave them without the rewards. Because it is not there fault.

    They removed the minimum amount of wars required. So theoretically they might get rewards for just being in the ally.
