Thronebreakers Unable to See Other Offer Levels?

My main account is Thronebreaker, so when I only saw that level offer in today's offers, I figured that everyone saw just their highest achieved level. However, when I logged into my second account, which is Cavalier, I saw both the Cav and Conqueror offers. Should we see all levels up to our top progression level or only the highest one we achieved? I know there was an issue like this recently with another offer.
