Is the Parry/Dex Bug a Result of Captain America’s Training Room Again?

I didn’t really pay attention last time the parry tutorial was up, but I though there were issues with parrying or something of the likes due to the training room. Now that the training room is back, could it be possible that it’s the source of our problems again?
