Just because he is made of ice doesn't mean he is immune to other ice's. He still takes damage from it, simple.
Game balance, different universe, and so on.

I’m not whining I’m just asking. Didn’t mean to hurt your feelings. I’ll use my r4 iceman either way. I just thought it was weird that mephisto is immune to his incinerate but iceman isn’t immune to his coldsnap is all.

Why? #science it can get to cold for ice, it’s called sublimation. Sublimation is why Iceman gets hurt by cold snap.

Sublimation is when a gas turns into a solid bypassing the liquid stage. Iceman is already solid ice at absolute zero, cold snap is applying ice to him which would actually add a layer of ice. Because....ya know #science....
