AW attack tatics clarification

I bring Hit Monkey to war sometimes and choose damage over time as the attack tactic. I don't think I've ever seen it work? Is it broken or am I just not understanding it?
Description:
If the Attacker is #AW: Damage Over Time, while the Defender is inflicted with 2 or more Damaging Debuffs, they become Passively Heal Blocked. New Damaging Debuffs re-apply the Heal Block.
2 or more damaging debuffs can be of the same kind right? Hit Monkey is constantly bleeding opponents but they keep healing. In this case 4 bleed debuffs...
