I don't have Stealthy maxed-out, but I'm fairly certain he hits a lot harder than Falcon. That being said, Falcon's Lock-On mechanic is one of the most useful bits of utility in the game. Stealthy has a good kit but can only access one thing at a time, whereas Falcon can shut down everything after just a single dex back. Stealthy is also dependent on being able to land his combos, which I discovered on a Mix Master path (I think it was) in Act 7 where he was absolutely useless. Having to land an uninterrupted 5-hit combo to get the slow can be really annoying if you go up against a node that really screws you over without an immediate evade-counter. And screw me over, it did.
But I'm just such a Falcon fanboy. I love that dude, he's so useful for all kinds of situations.

Stealthy can bypass evade and hit hard, but for mixmaster etc it’s not viable, whereas falcon can always use his lock on.
