Hulk buster reduces your offensive ability accuracy by like 15% per armor buff. He has 6 or 90% reduction there. So you’re not only losing your ability to increase your attack and apply secondary damage but you also have to cut through all that armor.

It’s actually 20% per so yeah 120% chance to not do thing when you hit him.

What’s weird is the power burn worked everytime

It’s a common misconception that offensive ability accuracy reduction happens with any action taken against, or is detrimental to the opponent. Offensive ability accuracy directly affects things that happen during a hit/strike (blocking or not). In the case of her power burn from special 1 that happens outside the window of her hitting/striking her opponent. If you watch closely it’s like action-pause-power burn; for OOAR to be in play it would need to be action/power burn. If that makes any sense.
