Combating Shell Alliances - Individual War Rating?

So I am certain that this idea as I have it in my mind right now is not perfect (and frankly no reasonable developer should implement my idea as-is; it has so many potential issues right now), but I'm wanting to put it out here for feedback to try and shape it into a better-sounding idea.
If it wasn't already obvious, this post isn't the shortest one out there by any means. Sorry about that, hopefully someone might be able to re-write what I've said more concisely?

Obviously this is a bit of a jerk move, so how do we solve this?
Here's my idea: INDIVIDUAL WAR RATING.
Everyone gets their own individual War Rating.
When War starts, people join Placement Phase as normal.
Once Placement Phase ends, then Matchmaking begins. Your Alliance's War Rating for Matchmaking purposes is calculated based on the War Ratings of the players who have joined in on that War. Matchmaking then proceeds as normal (this might take a bit longer overall than it does currently), followed by Attack Phase.
IF YOU DID NOT JOIN DURING PLACEMENT PHASE, YOU CAN NOT JOIN THE ATTACK PHASE.
After the war ends, the players who participated have their War Rating changed based on the result. This would likely get more complicated than it is now, but I think everyone getting the same Rating change, plus or minus a bit to close the gap between the War Group's individual War Ratings would work pretty decently
Problems I can see with this system in its current form (that I can think of):
- Matchmaking may take longer (due to having to calculate War Ratings before matching people up)
- Players punished more severely for not joining during Placement Phase.
- Moving between Alliances may cause a war difficulty bump, especially if you have a much larger/smaller War Rating than the average among members that do War (!!!). (This could potentially be exploited?)
- Alliances who have different War Groups each war (eg. 18 people are interested in doing War so you only run 1 battlegroup) might encounter some problems/potential exploits (?).
- Isn't the Alliance's War Tier based on Alliance War Rating, and that's what influences which Map you use? How do we deal with that when the 'Alliance' War Rating is calculated AFTER Placement Phase? Maybe signups for the next War (just saying you're going to participate) are held the day before Placement Phase (so Signups for one war are held at the same time as the Attack Phase for the War before it)
Benefits of this system (that I can think of):
- Shell alliances don't work anymore (unless you're fine with only getting good Season Rewards every other season)
- Other alliances not screwed over by shell alliances, resulting in more fair competition.
