Make Tier 4 class Catalyst more available

Please make it easier to get tier 4 catalyst for specific classes like Cosmic, Tech, Science, Mystic, mutant or skilled.

A loan means that you'll pay back on a sooner than later scale, you have shifty eyes and I don't see that you'll be returning the cash anytime soon....LOL
