Guillotine bugged after buff?

Been noticing that champions can sometimes block Guillotine's specials even when she's unblockable. At the same time, have also noticed that Bleed Curse doesn't apply bleed debufs when hitting champions with Guillotine's specials. Again, this doesn't happen all of the time.
I know that there are champions that can block unblockable and that Ability Accuracy is a thing. But unless Wolverine (for example) can suddenly block unblockable AND also reduce ability activation then this is certainly a problem.
