Professor X Heavy To Special Not Working

It’s only happened in a couple of fights, but when I’m at 100 cerebro charges, hold heavy, and click the special attack button, the special attack won’t trigger and Prof. X just continues to hold heavy and wastes my falter. I’ll even repeatedly tap the special button but nothing happens.
