Question about Power shield in V8

I always thought with Power Shied node, DoT debuffs inflict damage. Am I missing something?

After sp3, mags takes damage from bleed (minimal), but not from heavy’s incinerate

    Masacre’s incineration inflicts damage

    Hitting into block also doesn’t affect the defender

    Can someone clarify this node for me? I’m so confused

    So mags taking almost 3k damage from bleed is because of AA reduction. Right?

    I haven’t played domino in years 😂

    It's because he doesn't resist critical bleed for some reason
