I’m presuming you are referring to what the game calls “masteries” in English. If so, there is a cost to unlock masteries and a separate cost to use them. If you could shuffle your masteries whenever you wanted, without cost or restriction, you could in effect have almost the full benefit of having all of them on constantly. The intent of the mastery system is to require players to choose which they want to use and which they don’t want to use. Players are supposed to weigh the options and make decisions and live with the trade offs of those decisions. That we can even change masteries at all is a compromise between making players live with the consequences of their decisions and not locking players into a mistake forever.

Decisions without consequences are meaningless. We are not allowed to bring all our champs into every piece of content. We have to pick a few, and then live within those limits. We have to pick a mastery setup, and live within those limits. If we want to change them, we have to pay the change fees to do so, to limit how often we do that.

Even kabaam doesn't agree with you. Mastery loadouts would already be implemented if they were competent enough to code it. It would just be another broken feature released so they delayed it.

The current mastery system is terrible, but I understand there being a cost. It would be nice to have 1 free switch a day and wouldn't result in a min-maxed heat death of the universe.
