I don't press block before the perfect release yet he doesn't slow time.

    Thats where you're going wrong. You should be holding block before the perfect release

    Hit your special - let’s say SP1

    AFTER Hawkeye’s first hit with the SP1 THEN hold block.

    He has 2 hits on his SP1. Hold block AFTER the first hit. Then let go when the arrow tip shines.
