Flux Dispersal node bugged

Now, this isn't the first time i noticed this, but this is the first time it really matters.
When you parry-heavy to reset the flux dispersal charges to 0, they dont reset. It happened to me 3 times vs that hitmonkey on map8.
I believe it's because of Pacify mastery (i have it at 2), but flux dispersal shouldn't be affected by aar.
Kabam, please fix this. Or clarify if this is a normal interaction

As you can see, Hit Monkey has 20 Flux Dispersal Charges on him. Performing a Heavy should remove them. In this clip, performing two Heavies does not. I stopped recording after the third Heavy removed the Charges, but later on in the same fight, it took five attempts for the Heavy to remove the Charges.
