A question about Gifting requirements

I have a mini account.
It’s level 35, completed act 4 and created long before 20 November.
I very rarely play on it but today I checked it out. I have like 1500 units on it.
Now to my question. IF I would reach level 40 before Monday. Would I be able to gift my main from that account or did the requirements have to be met before the gifting event started?
