Missing beginner exp boost

my brother created a new account and didnt get the 7 day beginner exp boost that is given around level 3 or 5? I created another new acc to verify and indeed i got to level 9 and no exp boost.. was this removed or bugged?

Summoner sigil starts at 10 i know, but the exp buff i got earlier than 10 in my last new acc..
