Is recharge length in Incursion the same if partner leaves right away?

Does it take the same amount of time to recharge champions after a round of Incursion if your matched partner leaves before completing zone 1 or even before the first node as it takes if you have played 7-8 zones? Does it take longer to recharge the more zones you play?

    If he leaves and you quit
    You'll have to wait for your champ to recharge
