Issue with 7.1.3 path - Gloves Are Off

I’m going through for exploration on 7.1 and when I got to the Gloves Are Off path I noticed tech defenders gain fury when an armor up expires or it removed. Great, I can finally use my civil warrior for something. But I noticed I wasn’t starting with or gaining any armor ups.
Maybe Black Widow’s ability accuracy reduction was preventing this. I burned her down with AA and moved up to cyclops and again no armor ups. The nodes show there is a heal block and a fate seal against regeneration. I think it’s just activating a regular fate seal and preventing all buffs. Is this a bug or am I just brain dead and misunderstanding the nodes?

why does there need to be a fate seal against regen buffs if there is already a passive heap block?
And no, dexterity does not activate a precision buff either.
