America Chavez Utopian Parallel Not Working as Spotlight Suggests

Her spotlight and in-game description says that her Utopian parallel reduces the potency of select opponent buffs by 70%, and her spotlight says that multiple stacks can invert the effectiveness of these buffs.
Her ability to invert power gain is obvious, but her ability to invert the effectiveness of buffs seems to be working incorrectly.
Using my 6R1 AC in a practice fight against 5/65 sig 200 guardian, her attack values really don’t get the kind of boost you would expect from reducing guardian’s armor by 70-140%.
With 0 utopian parallels, her non-crit 1st medium, light attack, and second medium had the following attack values: 431, 285, 444. Her crit attacks had the following values: 1936 med, 1244 light.
With one parallel, her non-crit 1st medium and light attacks had the following values: 527, 338. Her crit attacks had the following values: 2304 med, 1477 light.
With two parallels, her non-crit 1st medium and light attacks had the following values: 579, 338. Her crits with two active parallels had the following values: 2304 med, 1477 light.
Her buff potency reduction in this case should work like an Armor break debuff. In the fight against guardian, a 70% reduction in his armor value should decrease his armor up buff value from 2100 to 630.
A similar value for an armor break debuff (1470) would grant a beefy increase to attacks across the board. A stack of two would be greater than a 6R4 Medusa’s armor shattered value.
We don’t get to see how values interact under the hood, or how the “diminishing returns” and “challenge rating” effect all of the output values, but it seems like AC’s utopian parallel is NOT working as intended. It isn’t a wording issue, since her power gain reduction/inversion works just fine with similar phrasing (and mechanics, I’m assuming).
As it stands, it seems like stacking a second utopian parallel barely has any effect on her damage output.
AC has a high crit damage rate, and she gets a 24% attack increase per buff on the opponent. If her utopian parallel buff potency reduction was replaced by an armor break of similar potency, she would be an incredibly hard-hitting mystic that overcame her inability to remove buffs.
