Penny Parker auto blocking Angela

So I was doing this month event quest and I noticed that Penny Parker can autoblock a sig 200 Angela even with 10+ buffs (the aptitudes from the nodes). I haven't really tested it outside of that particular quest but she autoblocked and if I read correctly both descriptions, she shouldn't have.

Also thanks for the Hotfix, it really solved all the issues I had.
