Just cause they haven't included 7.4 in the percentage completion of Act 7 yet, so in-game it says that exploration of 7.1-3 is 99% of the whole act. 7.3 Exploration might have been a less confusing title, but it isn't wrong exactly.

Sweet, 99%, that must mean act 7.4 is one lane straight to the boss, like that Thanos lane years back.
