Can someone explain the cross charges on the event quest ?

Am I getting something wrong ? Sometimes they don’t seem to activate . Are they only for the specific teams mentioned and not for the class in general ? Like for example they won’t activate for Venom despite him being a cosmic class but they will activate for Hyperion because he is part of the teams ? Is that it ?
