Is it just me or have all maps had energy refill nerfs?

We all know and @Kabam Miike confirmed that the drop rates for 5.3.6 were intentionally nerfed. However, I am on a mini account and I have been exploring act 5, and I noticed there has not been a single full energy refill in all of Chapter 1. Based on some other discussions on 5.3.6 and the words of @Kabam Miike, I think the nerfing was far more extensive than initially alluded too.

Even if this nerf could be understandable for that specific quest, please tell us @Kabam Miike that energy refills were not nerfed across all content.

This has taken everyone a bit by surprise. I thought I saw full refills last week, and now I see only small partial refills.
I don't play battlegrounds at all and use the full refills mainly to complete the EQ. Now I have to be conservative in choosing what EQ level to play. I certainly don't want to be using units to buy full refills when July 4 is approaching. Not a pro player move, which is why I'm glad I don't spend anything on this game.

I think it's all maps bcoz the reasoning they gave for the nerf applies to most maps in the game
