falcon can stop ultron's evade now

as stated in his kit, ultron's function cant be affected by ability accuracy reduction. but when i tested him, falcon can stop ultron from evading, not sure if this's intented??!

Cuz it don't works VS tech Champs. It's in ProfX ability description.
