CMM Persistent Charges Loss

I have been using CMM in AQ this cycle, with NF synergy. When she activates binary ignition automatically at 25 charges, she drops from 25 to 21 charges. This happens whether I am able to immediately launch her s2, or if I have to get in a couple of more hits to get to her s2. She has consistently counted down from 25 to 21, 20, etc. Is this a bug?

    Here are two photos, one showing the 25 charges expiring, and one showing the drop to 21. Note the time stamp from the video. 2:50. I recorded this today. I had not yet fired my s2.

    If you read her abilities it states that her special 2 while in binary ignition is unblockable and expends 4 energy charges. So it's working as intended.

    Using the specials in Binary costs charges, right? I think the SP2 costs 4 and the SP1 I believe costs 3
