Why some players can buy the offer 2 times and others only one?
If I have bought it 21 April I cannot rebuy the offer
Then you have later given 2 opportunities to buy the offer to all players
One for exploration
One for complete the quest
4 May all players have bought 2 times the offer
So I don’t understand

    And you waited for the actual re-offer date to post this? Why didn't you complain when it was first announced, two weeks ago?

    When the offer was given the 2nd time it went out to people who shouldn't have seen it. Leading to these scenarios:
    1. People who bought it originally and then were able to get it when it went out again (total of 2 purchases).
    2. People who were supposed to see it and bought it and can now but it again (total of 2 purchases).
    3. People who hadn't completed Act 7 but saw the offer for some reason, they shouldn't see it this time but will get the offer again when they do complete Act 7 (total of 2 purchases).

    If this was true on May 4th, how could on 18th be different?
